    1. A budget is a plan.
    2. A budget is a control.
    3. It can guide corporate operations.
    4. It can extend the reach of top management by supporting delegation.
    5. It can coordinate company activities.
    6. It can communicate company objectives and activities during its preparation and serve as a basis for communication throughout its term.
    7. It can direct, guide, and reward operating managers and form a basis for performance evaluation.
    8. It can educate company employees as to what is to be done and assist them in doing it.
    9. It can lead to “games” involving false estimates and other counter-productive behavior.
    10. How it works depends on other management systems in place.
    11. Its effectiveness depends on the way it is used by top management.
